A cargo ship has been hijacked by COBRA operatives, and Shipwreck concocts a daring plan. By disguising himself as COBRA Commander®, he'll sneak aboard and create confusion among the COBRA troops while the rest of his GI JOE frogman team board the ship without being seen. Only one problem - Over Kill, the half-human, half-cyborg leader of the COBRA B.A.T™ forces is on board, and his sensors might see through the Spy Troops disguise that Shipwreck is wearing!
