This is a very unique character design, but it IS a Sonic OC, I think it might be a Zeti since that's the only thing in Sonic canon I can think would pass as a clown taken over by a Venom symbiote. The base figure is Zod from the DC collectibles line, though he does have some Sonic parts, Storm's feet and Wave's hands. Details like the head are sculpted over the original figure.
