I believe I was told this guy was something of a Raj Comics variant to Vandal Savage. As usual, I don't really have any additional info to add.

Swapped out the legs for Mr Negative. They scale great with BossFight. Just had to add a little sculpt to tighten up the fit some. Sculpted up the sleeves and full torso and necklace. Head was the bald blank with the hair and beard sculpted on. Hands came from a BossFight mage. Full repaint, and all done!
