This is Cerberus, universally known for greek mythology, as it appeared in the Saint Seiya cartoon. It has been made smaller, as the original size was simply impossible to represent (about 24 inches tall). Used the biggest base figure which was a sort of fantasy dog, resculpted completely to adequate it's new use.

Many thanks to all . The base figure was a sort of monstrous dog, which had spikes and sort of tendons all over, so had to sand down everything, and then sort of remake his skin with epoxi sculpt, and resculpt his heads, and add the hair manes. The only thing which still shows up unmodified are the teeth and mouth interior and the claws till a certain point.
