William Zard learned magic from a Lama (not a llama, that'd just be weird) in Tibet and turned that knowledge toward a life of crime often bringing him in to conflict with the Justice Society of America. Eventually, Zard would form his own evil group to rival the JSA, the Injustice Society of the World. Through his career, Zard has run up against the Justice League of America and Infinity Inc. as the leader of such groups as the Crime Champions and the Secret Society of Super-Villains.

The Wizard was made mostly from the body of a DCUC Joker (I really wish those Mad Love sets were easier to find because it would make it so much easier for a tuxedo custom, but such is life). Beside the Joker body, he has a repainted Sinestro head with sculpted facial hair, and Zatanna's hat and wand. Not the most complicated of customs, but I'm happy with the end results.
