Crime-Master is the alias of many mob-related Spidey foes. The first was Lucky Lewis, who was gunned down by the police in a shoot-out. One of the later ones was Bennett Brant, brother of J. Jonah Jameson's legendary secretary, Betty Brant!
I used Mobius from the Loki show for the body. The head is Blizzard. The fedora was created by modding Wolverine's cowboy hat. The tie and tie clip were made from fodder.
