The absolute agony of trying to find anything on this version of Captain America. So, at some point in the 90s, Steve Rogers either left, or was kicked out of, the US and ended up fighting under a new name in the UK. There, he went by Expatriate and used a plasma shield. This was very brief, however, so it's probably the deepest cut for a Captain America design. Was simple enough for me to make in my early days, and a quick and easy one to revisit now.

Head was from a BossFight male blank. Added straps from an Iron Fist head since I have a bunch of those sitting around. Why waste sculpt? I glued that one, then sculpted the mask around it. Full repaint, and all done!
