It's Jody Summer of the F-Zero series. I made this one just for the heck of it, as I had an extra female figure lying around.
It was made from an Elektra figure. It was mostly just a re-paint, but there was a little bit of sculpting for the shoulder pads, collar, and glove cuffs. Since Jody Summer has extra long hair, it was extended with an applied combination of Aves FixIt sculpt and extra hair cut off from a She-Hulk figure.
