his name is Ceratus,he is the leader of the Caligars.
From MOTU He-man 2002 cartoon. (Whiplash people)
Whiplash is a traitor to his race,also a Caligar.
Ceratus and his warriors can't wait to get thier claws
on Whiplash.

Head:Mister Sinister
