Nick Lewis Sr. wanted to have control over all the gangs in New York and sought this out by collecting a whole slew of henchmen and guns. He even teamed up with the Vulture and Green Goblin to take down Spidey. Sure he had no super powers but he must’ve been a great public speaker!
