It's a renegades cobra commander (newest one) with a ROC Destro collar, and a movie Red Skull head. A quick repaint and he was done!

great skull man, very evil looking!and very cool recipe too,if I collected mu I would want this really really bad!(still kinda want it but then I would have to start buying all the other mus and I can't afford that!)
