I concur with my Learned Colleague, Kern - Its been long since established as Canon that James Howlett aka Logan always had bone claws
He buried memory of having them first when he inadvertantly and accidentally killed his sweetheart back in the boomtown gold prospecting days of the late 19th century.
Logan's at least 130 years old
Weapon x testing shows he had bone claws that they just covered in adamantium.
Anyway getting back to topic - Nice cappy wolverine - but if hes fighting alongside cap - he'd at least have some Canadian maple insignia on him

Logan's always had the claws. It's just that with his periodical memory losses he forgets about them.
If you're referring to the time that Magneto ripped his Adamantium out, and then the claws got popped, that was what he believed at the time.
I cite as reference the 2001 series Origins.

He didn't have claws at all back then. When he lost his adamantium, his healing factor grew the bone claws because his body was so used to having the claws.

If'n you don't mind a lil' nitpick - if this is WW2 Logan, he didn't have his metal covered bones yet. Come to think of it, he didn't know he had claws at all.
