Don't get down man . Skill comes wit practice. You can find old figures anywhere and at garage sales or even free If u have a box in the attic maybe a friend has some. Buy model master paints ($2-$4 a bottle, don't waste your time with others); get white, black and the primarys. If u can order online, get some Apoxie Sculpt or Fixit (I use Apoxie Fixit) for molding and basic sandpaper or metal files. Go through the site tutorials and practice practice. GOOGLE EVERY QUESTION YOU HAVE, your bound to find some info or video on YouTube.
Honestly if u can scrape together $100 or less or wait till a birthday you'll have all u need to perfect your skills. I just started a few months ago leaning from scratch and I've already gained a lot of knowledge. Check your favorite customizes websites linked to their figure they sometimes have helpful tutorials on their own sites.
