This is a fan favorite. Got tired of beating up on Hydra/Aim goons so I decided to make my own goon army. I got a bunch of Ultimate Captain Americas for 7 bucks at discount stores. I dremeled off the mouth and wings on the head and painted with a dark dark blue. Weathered the vest to give a more lived in look. These guys are cool because you can pop on different accessoties(belts, holsters, unmasked heads) and it really gives them a different look from one another.
