I've made a bunch of fan characters in the past, but I also make fan variants of official characters if you ask me to. The base is simply Sonic with Wave's legs, but he also has several clothing elements made out of fabric, including that skirt thingy and his poncho. The poncho is held closed in the front with some velcro and it actually has a hood stitched in, though he of course can't wear it since his hair is so big.
