It's Lilith aka The Firehawk from Borderlands! To make Lilith, I used a Hope Summers base, sanded boots and made the shin guards, removed hair and sculpted new 'do, sculpted clothing features, and cut off Greedo's vest, sculpted the collar and resized it to fit properly, and finally, I used WInter Soldier straps to make the belt.
