I've been wanting to make Vasquez from Supergirl, and Agent Piper from Agents of SHIELD, who are both played by the lovely Briana Venskus. I used Maria Hill's body, sanded the neck ball into a rough cone shape. Then I took the head of an older, Mokok BAF series, WASP figure and cut out the rim of vinyl inside the head, and tried removing as much vinyl from the inside of her head as I could, but the fit on the modified Hill neck is tight. The WASP head (and neck on the original figure) was made of a very soft vinyl, so the head has some give, but there's virtually no rotation at all- the fit is that tight. I could try drilling into the head more, but I'm worried about causing more damage than need be.
