The base body is a DC Universe Classics Dove, with arms from a Batman Legacy Catwoman, and a Marvel Legends Sharon Carter head. I added a little sculpting to the front of the hair.

Nice job! I was a huge fan of the classic Batman and the Outsiders comic! Never thought I'd see a Halo figure!
