I feel like this one is deep obscurity. Or maybe I'm just realizing more recently how minimal my comic knowledge actually is. lol So, this is apparently one of numerous name Kang went by. Dude, I hate time travel characters. Some other version always pops up of them, and Kang has been around for so long that we've had a bunch. But Rama-Tut comes from when he went back and became a Pharaoh.

Head came from MarauderGunRunners, with the full headpiece sculpted on. Sculpted up the belt, collar, and bracers. Feet came from Namor with the wings cut off and the sandles sculpted on. Sculpted up the staff, and glued on a holster that came from AvacsLab. Full repaint, and all done!
